From April 1 to 2, Ni Yuefeng, Secretary of the Provincial Party Committee and Chairman of the Standing Committee of the Provincial People’s Congress, conducted field inspections in Hengshui City and Xinji City. He emphasized the need to thoroughly implement the spirit of General Secretary Xi Jinping’s important remarks during his inspection tour of Hebei Province, earnestly carry out study and education on establishing and practicing a correct view of official achievements, vigorously promote high-quality development, and strive for a strong start to the 15th Five-Year Plan period.

In Hengshui City, Ni Yuefeng conducted on-site inspections of modern agricultural development and spring plowing operations. He emphasized the need to fully leverage the region’s locational advantages, vigorously attract leading agricultural enterprises, and coordinate the development of science-and-technology-driven agriculture, green agriculture, quality-oriented agriculture, and brand-name agriculture. Efforts should be made to continuously expand the market share of “Hebei Clean Vegetables” in the Beijing–Tianjin market, foster and strengthen the deep-processing industry for agricultural products, and transform agriculture into a modern, large-scale industry. It is essential to intensify research on critical core agricultural technologies and ensure the efficient translation and application of scientific and technological advances, promote the integrated and synergistic enhancement of high-quality farmland, superior seeds, optimal farming practices, and advanced agronomic methods, advance the construction of high-standard farmland with high quality, and develop new forms of agricultural productivity tailored to local conditions. Spring agricultural production must be closely monitored and managed without any slack; targeted technical guidance and services should be provided; field management must be carried out meticulously and effectively; multi-tiered agricultural insurance schemes should be explored; and the capacity for disaster prevention and mitigation in agriculture must be strengthened. Furthermore, policies aimed at strengthening agriculture, benefiting farmers, and increasing rural incomes must be made more effective; support should be given to the development of new forms of rural collective economies; channels and mechanisms for farmers’ participation in industrial development should be expanded; steady income growth for farmers should be promoted; and comprehensive revitalization of rural areas should be advanced.

Ni Yuefeng visited Jizhou District and Anping County to gain a thorough understanding of the implementation of study and education on establishing and practicing a correct view of official achievements, as well as the state of grassroots Party building. He emphasized the need to firmly adhere to the overarching requirements of “upholding the Party’s public-spirited mission, delivering benefits to the people, making sound decisions, and pursuing practical and diligent work,” to integrate study, inspection, and rectification, effectively prevent and correct deviations in the view of official achievements, and consistently strive to deliver results that serve the people and are grounded in concrete, hard work, so as to ensure that the study and education yield tangible outcomes. It is also essential to strengthen the building of village-level Party committees and village committees following the leadership transition, to follow the Party’s mass line in the new era, to enhance the ability to engage in mass work, to promptly resolve all types of conflicts and disputes, and to safeguard stability and tranquility in rural areas.

In Taocheng District, Anping County, and Shenzhou City, Ni Yuefeng visited the front lines of enterprise production to conduct on-site inspections of industrial development and technological innovation. He emphasized the need to continuously strengthen and expand the city’s leading industries and the distinctive industries of each county, to optimize and upgrade traditional industries, to foster and scale up strategic emerging industries such as new energy and high-end equipment, to proactively plan for future industries, and to build a modern industrial system. He also stressed the importance of enhancing the quality and efficiency of “shared intelligent manufacturing,” deepening innovation in models such as shared laboratories and shared factories, strengthening quality oversight and brand building, accelerating the digital transformation of small, medium, and micro enterprises, continually reducing overall production costs, and bolstering core competitiveness.

In Xinji City, Ni Yuefeng visited key enterprises and project construction sites to gain first-hand insight into industrial development. He emphasized the need to stay committed to intelligent, green, and integrated development; strengthen the role of enterprises as the main drivers of innovation; promote deep integration between technological innovation and industrial innovation; provide robust support for key enterprises seeking to achieve Grade-A environmental performance ratings; and facilitate the quality improvement and upgrading of industries. He also stressed the importance of continuously optimizing the business environment, enhancing support for production factors, vigorously pursuing investment promotion and project development, delivering high-quality and efficient services to businesses, and accelerating the cultivation of new growth drivers.
