Tendered Material Information
Our company is now inviting bids for the turnkey contract of water-free ramming mass refractories for our ironmaking blast furnaces. Qualified companies with relevant expertise are welcome to register at Room 211, our company office building. Interested and eligible bidders can obtain additional information and detailed technical specifications directly from us.

Bidder Qualification Requirements
1. Bidders must quote strictly according to the contents and requirements specified in the Technical Agreement, though they may add explanatory or descriptive text. Any clauses regarding technical requirements that are not explicitly objected to shall be deemed accepted and agreed upon.
2. Has the independent right to enter into contracts.
3. Possesses the necessary qualifications and capabilities in areas such as specialized technology, equipment and facilities, personnel composition, and proven experience in design, manufacturing, quality control, and business management.
4. Must have processing capabilities and a certain level of financial backing; intermediaries are not welcome to participate.
5. Each participating manufacturer must provide valid production qualifications and recent performance records for similar products within the scope of this tender. Specifically, they should demonstrate successful contracts for water-free gunning materials used in 1080 m³ blast furnaces at three or more major steel plants in the industry (performance records must include copies of recently signed agreements and invoices), excluding those already collaborating with our company.
6. The contract execution period for this tender is one year. Please submit your bid according to the requirements outlined in the technical agreement.
The quote is based on the price per ton of iron (XX yuan/ton), and it includes shipping costs and taxes (13%).
The quotation is based on a single-ticket settlement, and the payment method is acceptance-based settlement.
7. Authorization Letter from the Legal Representative of the Bidder.
8. Bids submitted by the bidding entity within the specified timeframe will be considered valid; otherwise, they will be treated as withdrawn.

Bidding Method
1. The deadline for bid registration is 4:00 PM on September 8, 2022.
2. To further standardize, enhance transparency, and improve the efficiency of procurement operations, Xinjishi Aosen Steel Group Co., Ltd. will roll out an e-commerce platform for procurement. This tender process will be conducted exclusively through the Obei Yigou e-commerce platform. To ensure smooth continuation of your business activities, interested bidders are encouraged to register and open an account in advance on the Obei Yigou e-commerce platform (www.obei.com.cn). For assistance with the registration process, please reach out to our company’s Engineering Department.
3. Bids must be submitted after pre-registration, payment of the deposit, and approval of the application.

Bid Payment
1. A bid bond of RMB 100,000 (One hundred thousand yuan exactly) is required for this tender.
2. Payment Deadline and Method: Each prospective bidding entity must transfer the bid security to our company’s corporate account via bank transfer before 8:00 a.m. on September 15, 2022.
3. If we are not awarded the contract, we will refund this fee interest-free within 15 days. However, if we win the bid, this amount will be converted into a performance bond. (No charge will be applied if the balance in our company’s qualified supplier account exceeds this amount.)

Tendering Process
1. After the company releases the tender announcement, customers interested in bidding should contact our company's Engineering Department to register and discuss the details of the project.
2. Contact the company's Engineering Department within the specified timeframe to pay the bid security deposit.
3. Bidders must complete the quotation form as specified and submit their bids via the Obei E-commerce Platform (www.obei.com.cn) by 3:00 PM on September 17, 2022. Late submissions will be considered a waiver of the bid, and bids without timely payment of the bid security will not be counted as valid offers.
4. After the bid deadline, the bidding team will report the tender results to company leaders.
5. Decision on the winning bidder and rationale.
6. Notify the winning bidder to come to our company to sign the contract, and refund all bid bonds (without interest) to each participating unit within 15 working days.
7. The bidding process has concluded.
8. The final interpretation rights belong to Xinji Aosen Steel Group Co., Ltd.
