Following the unified deployment of the Provincial Party Committee, on December 23, Zhang Chaochao, Secretary of the Shijiazhuang Municipal Party Committee, went to Xinjishi City to supervise and inspect safety production efforts. He emphasized the need to thoroughly study and implement General Secretary Xi Jinping's important instructions on workplace safety, earnestly carry out the requirements of the province-wide meeting on safety production, strengthen bottom-line thinking, maintain a clear and rational mindset, comprehensively identify and address potential risks and hazards, and rigorously ensure that safety measures are effectively put into practice at every level—ultimately safeguarding the lives and property of the people as well as overall social stability.

Zhang Chaochao and his delegation visited Aosen Steel, where they thoroughly inspected the sintering workshop of the ironmaking plant, No. 8 blast furnace, and the bar and coil rolling mill. They observed the operation of equipment, reviewed the closed dust-control systems, and examined the bar and coil production line. During their visit, Zhang Chaochao listened to a report on the company’s progress in safety production and environmental protection upgrades. Emphasizing the importance of safety, Zhang Chaochao reminded the company leaders that "safety is the foundation for development—without it, everything else becomes meaningless." He urged them to deeply learn from recent safety incidents in other regions, rigorously enforce safety measures, and strictly adhere to all relevant rules, regulations, and operational standards, ensuring proactive prevention before any potential risks arise.

Zhang Chaochao emphasized that Xinjishi City must elevate its political awareness, thoroughly study and implement the important instructions of General Secretary Xi Jinping on safety production, and earnestly carry out the deployment requirements of the Provincial Party Committee and Provincial Government. He stressed the need to firmly uphold a development philosophy centered on the people, remain constantly vigilant about safety production, approach this critical task with a sense of responsibility—always feeling "uneasy at all times"—and resolutely safeguard the lives, property, and overall social stability of the people.

Zhang Chaochao emphasized the need for a comprehensive and thorough inspection to identify and address safety hazards—conducting safety checks campus by campus, company by company, getting down to the frontline to spot issues, maintaining detailed work records, and closely monitoring progress to ensure each problem is resolved completely. He also stressed the importance of strengthening safety training, with a particular focus on key managers and frontline operators, ensuring that every employee fully understands and adheres to standardized operating procedures—and approaches their tasks with vigilance and respect. Additionally, Zhang called for stricter enforcement of institutional rules, emphasizing proactive measures in daily routines to enhance risk management and boost regulatory effectiveness, thereby effectively preventing and mitigating safety incidents. Finally, he highlighted the opportunity presented by being recognized as an A-level environmental performance enterprise, urging companies to accelerate their green transformation and innovation. This includes actively adopting cutting-edge technologies like energy-saving, carbon-reduction, and dust-control solutions to continuously lower energy consumption—and ultimately make meaningful contributions to improving air quality. Lastly, Zhang underscored the critical importance of clearly defining and firmly enforcing accountability, ensuring that everyone takes full responsibility for safeguarding their respective areas of operation.
