China’s Vice Minister of the Ministry of Environmental Protection, Yan Qing, said on the 13th that China’s total pollutant emissions exceeded environmental capacity. According to experts’ estimates, the current environmental quality will be reduced by 30% to 50%. .  
 
Yan Qing disclosed the above information at the State Council Policy Briefing held on the 13th. Yan Qing said frankly that a few percentage points of the reduction in total emission reduction since the "11th Five-Year Plan" is difficult to drive overall improvement in environmental quality.  
  
In addition to the large amount of pollutant emissions, Yan Qing believes that insufficient control of total emission reduction is another reason for the improvement of environmental quality.
 
It is understood that during the “Eleventh Five-Year Plan” period, China’s emission reduction targets for atmospheric pollutants were mainly chemical oxygen demand and sulfur dioxide; during the “Twelfth Five-Year Plan” period, ammonia nitrogen and nitrogen oxides were added for a total of four.
 
Yan Qing said that China's current atmospheric and water emissions of major pollutants are more than 20 million tons. Among them, pollutants such as soot, dust, and volatile organic compounds that have a relatively large impact on the atmosphere are not included in the total control range. In terms of water pollution, the reduction of chemical oxygen demand and ammonia nitrogen is currently controlled, but related pollutants such as total phosphorus and total nitrogen are not put into control.
 
"The limited scope of control is related to our ability and foundation." Yan Qing said that even so, China has played a good role in reducing emissions in recent years.
 
According to reports, in terms of sewage treatment capacity, China has increased its daily treatment capacity of 52 million tons of sewage from the early 11th Five-Year Plan to the current 170 million tons. In the desulfurization and denitrification of the thermal power industry, a few thermal power units have desulfurization facilities when they started from the “Eleventh Five-Year Plan”, and now they have reached 800 million kilowatts, and the installation rate has reached 95%. The denitrification of thermal power units has been implemented since the “Twelfth Five-Year Plan”. Under the support of national economic policies such as electricity prices, it has reached 690 million kilowatts, accounting for 82%.
 
In addition, the environmental infrastructure of industries such as steel, cement and flat glass is also spreading rapidly.
 
“If these industries do not have these facilities in these years, the quality of air quality and water environment will be even worse.” Yan Qing revealed that in the work arrangement of the “13th Five-Year Plan”, the total emission reduction will be used as a new revision of “Environmental Protection”. A system clearly defined in the Law continues to persist. At the same time, environmental quality improvement will be taken as an important task in the 13th Five-Year Plan, and efforts will be made to coordinate the deployment of total emission reduction work around environmental quality improvement.
